2004. Similar work has been completed
over the past eight years in the following counties:
Monterey, Santa Cruz, San Benito, Fresno, Madera,
Butte, Stanislaus and Merced.
Staff Members Working on Project: Jeremy Pearl was the initial project lead. Kurt Hurly
is now the acting project lead through the end
of the grant period. Anna Hirst is currently
assisting in outreach and procurement. Kirsten
Liske has supported significant efforts during
the transition period and coordination of marina
outreach materials and is continuing to provide
assistance in project strategy and client interface.
MOBILE AGRICULTURAL USED
OIL COLLECTION PROGRAM
Overview and Scope of Work: Solicit
participation in a committee based process to
craft a successful mobile oil collection program
for Napa and Sonoma Counties. Stakeholders included
Napa and Sonoma regional representatives and
representatives from the agricultural growers
and viticultural growers communities.
Target Audience(s): Agricultural
growers of Napa and Sonoma Counties
Desired Behavior Changes: Initially,
growers call our contracted waste hauler, Clearwater
Environmental Management (CEM). Next growers
must call the DTSC to obtain a hazardous waste
generator number. Afterwards, CEM schedules for
the pickup of the growers’ waste oil, oil
filters, or empty waste oil drums. Participating
growers will receive information and permits
(variances) to use at the permanent oil recycling
centers in phase 2 of the grant implementation
Desired Outcomes of Program::
Substantial reduction of the environmental hazard
of improperly stored (stockpiled) waste oil products
in Napa and Sonoma Counties. Raise
awareness of used oil as a significant non-point
source pollutant in the agricultural community. Deliver
the message of “convenient and cost-free
participation” in recycling programs to
avoid soil, watershed, and ocean pollution arising
form used oil.
Results: 10,325
gallons of used oil, 15 drums of filters, and
64 empty oily waste drums have been pickup up
from 69 growers.
Marina Program
Overview and Scope of Work: Solicit
participation in a committee process to craft
a successful marina used oil recovery program
for Napa and Sonoma Counties. Stakeholders included
Napa and Sonoma regional representatives and
representatives from the recreational boating
community.
Target Audience(s): Any
recreational boaters using the public waterways
of Napa and Sonoma Counties
Desired Behavior Changes: Proliferate
wider use of oil absorbent bilge pads in recreational
watercraft and recovery of used oil.
Desired Outcomes of Program: Raise
awareness of used oil as a significant non-point
source pollutant in the recreational boating
community. Improve existing oil recycling centers
at marinas in the grant region and site net new
locations for oil recycling infrastructure,
Results: One
on one outreach to 1300 boaters in 2002 season
and 1600 boaters in the 2003 season. Over 3000
bilge pad distributed. Placed one new marina
oil recycling center in Napa County (Napa
Valley Marina), and two in Sonoma County (Point
Sonoma Marina and Lake Sonoma Marina)
Permanent Agricultutal
Used Oil Colleciton Prpgram

a network of permanent oil collection centers
for Napa and Sonoma Counties. Stakeholders included
Napa and Sonoma regional representatives and
representatives from the agricultural and viticultural
growers communities.
Target Audience(s): Agricultural
growers of Napa and Sonoma Counties
Desired Behavior Changes: Growers
will transport up to 55 gallons of used oil to
one of the network centers, where they dispose
of their waste oil free of charge,
Desired Outcomes of Program: Successful
solicitation of sites for the used oil collection
network, public or private. Complete all permitting
and construction of the recycling center infrastructure
within the grant period, allowing time to open
and promote the recycling centers to the grower
community. Future grower participation will substantially
reduce the environmental hazard of improperly
stored waste oil products. Raise awareness of
used oil as a significant non-point source pollutant
in the agricultural community. Deliver
the message of “convenient and cost-free
participation” in recycling programs to
avoid soil; watershed, and ocean pollution arising
form used oil.
Results: EA
will retrofit one oil collection in south Napa
County with pump out capability. One site in
north Napa County may clear permitting prior
to grant period end. EA was so far unable
to site a permanent oil collection center in
Sonoma County.
