LodgingSavers - Energy Efficient Lodging Program

As part of 2006-2008 cycle of Energy Efficiency programs recently announced by Pacific Gas and Electric (PG&E) under the auspices of the California Public Utilities Commission (CPUC), Ecology Action has been awarded a $4Million contract to deliver energy savings measures to the Hotel and Lodging Industry.

LodgingSaversThe LodgingSavers program is a comprehensive energy efficiency retrofit program that delivers multi-measure comprehensive retrofits and Retro-commissioning (RCx) to small, medium and large lodging facilities in PG&E’s service area. The Program Team brings together top firms with energy efficiency expertise in the hospitality industry including direct installation, lighting, and RCx measures. LodgingSavers delivers its energy savings within PG&E’s Mass Market and Targeted Hospitality Market categories. The delivery approach varies between the two so that efforts are tailored specifically to each sub-market’s needs. The Program emphasizes peak electricity demand reduction primarily by addressing air conditioning loads and RCx services for large customers. The program focus is on climates zones of 3, 11, 12, and 13 in order to maximize peak kW savings impacts. The Program has been designed to minimize lost opportunity and serve a market niche that is largely untapped.

More than 50% of the LodgingSavers program activities are focused on mid-sized hotels with an average size of 70 rooms. In this category are the economy tier brands of the major market players e.g. Fairfield Inns, Hampton Inn, Holiday Inn Express etc, as well as Best Western, Ramada, Choice Hotels etc., most of which are operated under a franchise agreement. Also included are local independent operators. Large hotels will receive particular attention where there are opportunities for Retrocomissioning.

Program Goal
For the program period savings of 12,629,387 Annual net kWh are targeted, which is the equivalent to approximately 10,000 guest rooms.

Due to the rebates available under the LodgingSavers program, property owners will be able to achieve significant reductions in their utility bills, while maintaining or improving levels of guest comfort for a very limited capital outlay.

Measures Description

  • Lighting – A comprehensive range of lighting measures for guest rooms, common areas and exterior lighting. Actual rebate level is dependant on the existing equipment, hours of operation and rate schedule. Typical range is 60%-70% with 100% possible.
  • Energy Management – In-room control of existing Packaged Terminal Air Conditioners (or equivalent) using occupancy sensor and smart controller with dynamic setback capability. Typical energy savings are >1000kWh per room per annum. Typical rebate range is 80%-90% with 100% possible.
  • Heating and cooling equipment improvements – Designed to enhance operating efficiency or replace end of life items with more efficient units.
  • Vendmiser soda machine and snack vending controller – Shuts down non-essential lighting and cooling activities when no presence detected. Measure is typically 100% rebated.
  • Showerhead and faucet aerators – where appropriate these will be installed for gas Therms savings. Measure is 100% rebated.
  • Pool pumps – Full cost of replacement covered by rebate using PG&E technical guidelines for pool pump selection.
  • Retrocomissioning (RCx) – For large hotels only; with custom built HVAC solutions requiring investigation, re-installation and verification. Rebate level is 70%.

Eligible Customers
Under Ecology Action’s LodgingSavers program customers with the following designation codes from the North American Industry Classification System (NAICS) are eligible to participate:

721100 Industry Group: Traveler Accommodation
721110 Hotels (except Casino Hotels) and Motels
721120 Casino Hotels
721190 Other Travel Accommodation
721191 Bed-and-Breakfast Inns
721199 All Other Traveler Accommodation
721310 Rooming and Boarding Houses

Eligible Geographic Area
Under the LodgingSavers program, EA is eligible to serve customers throughout the PG&E’s service territory with an emphasis on Climate Zones 3, 11, 12, 13. However, except for the six largest lodging customers, lodging customers in the three-county area served by the Association of Monterey Bay Area Governments (AMBAG) (Monterey, Santa Cruz, and San Benito) are ineligible for LodgingSavers.

Program roll-out
Work began in October 2006, with the commencement of Energy Audits in the Central Valley and San Francisco Bay Area. Ecology Action has built a strong team of partners to address the work including Intergy, Progressive Lighting and Heating, The California Hotel and Lodging Association (CHLA), the Asian American Hotel Operators Association (AAHOA) and the California Lodging Industry Association (CLIA).
